Anemometer Loan Program for Small Scale Wind Energy Development in the State of Oregon Service Territories of PacifiCorp and Portland General Electric Loan Description Introduction The OSU Energy Resource Research Laboratory (ERRL) established an Anemometer Loan Program for the State of Oregon Service Territories of PacificCorp and Portland General Electric by grant funding by the Energy Trust of Oregon, Inc.. The goal of the program is to provide technical assistance is assessing the wind potential for small scale wind development for the customers of PacifiCorp and Portland General Electric in the State of Oregon. Oregon State University’s ERRL is responsible for administering this program and providing technical assistance. Please review the following loan description before filling out an application. Borrower Eligibility Requirements The borrower must provide proof of ownership of the property on which the anemometer will be placed or provide written exclusive authorization from the property owner. Generally, only one anemometer will be lent to a givenentity, however, more than one anemometer may be borrowed given sufficient justification. All anemometers must only be sited within the service territories of PacifiCorp or Portland General Electric in the state of Oregon. Borrowing Process The borrowing process consists of the following steps: 1. Application and approval 2. Loan agreement andscheduled anemometer installation 3. Anemometer installation and maintenance 4. Monthly exchange of batteries and data plug 5. Schedule to have the system disassembled Application and Approval To request an anemometer, sendan application to the ERRLcontact listed below. The purpose of the application is to verify that: 1. The borrower will replace the data plugs and batteries monthly; 2. The borrower has identified potential sites that have a favorable combination of good wind resource, road access, transmission proximity, and land ownership; 3. The borrower has envisioned a viable project concept if the wind resourceis sufficient. 4. Once the loan request is approved, ERRL will process the loan agreement. Loan Agreement Upon receiving approval to borrow an anemometer, a representative should contact ERRL to execute an equipment loan agreement (contract) and schedule an installation date for the 20 Meter NRG-Now System – Wind Explorer Kit. The loan period will be for up to 13 months. This shouldallow enough time for installation, collecting 1 year of data, disassembly, and returnto ERRL. The Equipment Each set consists of an NRG Wind Explorer anemometer, wind direction vane, data logger, and 20-meter tower. The installed set collects and saves wind speed and direction data. Anemometer Installation Anemometer Installation will be carried out by the property owner with assistance provided by ERRL. With completion of the loan agreement the borrower will have scheduled an installation date for the anemometer. Iffor any reason, the tower must be lowered, the borrower must contact ERRL. However, because thisequipment has a good reputation for reliability, we expect that most users will not need to lower their anemometer tower prior to the end of the data collection period. As withsiting, ERRL will providetechnical assistance with the installation of the tower and programming of the data logger. Processing Wind Data The Wind Explorer anemometer collects continuous wind speed and direction data. This data is stored as 10-minute average data in a data plug. Each anemometer will include two (2) data plugs. Each plug will hold roughly seven months of ten-minute data. However, as part of the loan agreement, the user must replace the plugs monthly. Every month a self addressed stamped envelope will be mailed to the borrower along with a new data plug and two new batteries. The borrower is responsible for replacing the batteries and data plug and mailing the data plug to the ERRL at the address below. Please be sure toinclude a return address so that the data plug can be returned after the data has been downloaded and processed. A copy of the data results will be sent to the borrower and ERRL will publish a full report upon completion of the monitoring period. *Please**be advised that all wind speed data will be public domain*. Return of the Anemometer and Tower ERRL must be notified whenever an anemometer is lowered and disassembled. Upon completion of data collection, ERRL will schedule a disassembly with the borrowerso that the tower may be taken down. Agency Roles and Responsibilities ERRL selects qualified borrowers,manages the lending of the anemometers,and offers technical support on siting, installation, and operation of the anemometers as well as analysis of the collected wind speed data and equipment removal.
